Please provide information from a reliable site.Is washing your hands first, then putting on soap and then washing again more sanitizing than soaping first?

from what i learn using soap just kill 90% of bacteria on your hand.. no matter what come first its still the same the bacteria that left on your hand is only 10%.. to get clear of it you can use UV ray.. it kill 100% bacteria as UV ray destroy bacterial DNA...
